update vised_marks with title_prefix option to mark_array2flags.m and add eeg_diagnositics.m that reads loaded batch_config info.

Update vised_marks plugin to remove 'srate', 'chans' and 'event_type' fields in vised_config so that they are not remembered in the workspace.
