Add out_dist output to marks_array2flags, and add flag_vals and flag_crit opt inputs (flag_val deprecated).

* marks/misc_func/marks_label2index.m: fixed error caused by
  uninitialized 'flagscat' variable

Remove 'srate', 'chans' and 'event_type' fields from vised_config so that they are not remembered in the workspace.

fix ability to use multiple simultaneous scroll plots by moving ve_eegplot persistent variables into the figure userdata.

partial fix for speed of ve_eegplot manual time mark adding, and proper creation of pop_vised history command

modify pop_marks_merge_labels.m so that it behaves predictably with time_info when data are segmented.
