Remove 'srate', 'chans' and 'event_type' fields from vised_config so that they are not remembered in the workspace.

fix ability to use multiple simultaneous scroll plots by moving ve_eegplot persistent variables into the figure userdata.

partial fix for speed of ve_eegplot manual time mark adding, and proper creation of pop_vised history command

modify pop_marks_merge_labels.m so that it behaves predictably with time_info when data are segmented.

changes to regepoch and con2epoch to drop less than 1 sec when epoching

The latest work, seems to be working fine atm, i will test by running the whole pipe to see if it trips up at all. Most files will be no loss, other types might lose up to 1 sec, will try some of these to, to find any mismatches.
