Add the code for handling of time variable from Fluids_dev branch

I’ve added in the time variable into the Fluids_dev repo. It’s not very complicated, but we had to decide on a standard since a few of us have different ways of defining it. What is there mostly works. VisIt can read the file and show the time, but Paraview will not display the time - it thinks it is still 0.
